Street Closures and Parking Restrictions for Artscape 2017:
Artscape 2017 will close numerous streets and restrict parking near the Maryland Institute College of Art, Midtown and Mt. Vernon this week and this weekend.
Over 350,000 people are expected to attend. If you plan to go, you are encouraged to use Light Rail, MTA Baltimore Link Bus or the Charm City Circulator. The Mount Royal Light Rail stop is located in the heart of the festival and will operate with extended hours throughout the weekend.
Parking will also be largely prohibited within the festival area. Motorists should be aware that residential permit parking regulations will be strictly enforced and violators will be towed.
The following streets are CLOSED until 4 p.m. on Tuesday, July 25th:
- Mt Royal Avenue between North Avenue and Charles Street
- Cathedral Street between Biddle Street and Mt Royal Avenue
- Preston Street between Cathedral and Howard Streets
- Preston Street between Maryland Avenue and Cathedral Street (garage access only)
- Oliver Street between Maryland and Mt Royal Avenues
- Lanvale Street between Mt Royal Avenue and Rutter Street
- Lanvale Street between Mt Royal Avenue and Rutter Street
- Dolphin Street between Mt Royal Avenue and Howard Street
- RIGHT lane of EASTBOUND Mt Royal Avenue between Charles and St. Paul Streets
The following streets will CLOSED from 10 a.m. on Thursday, July 20th until 6 a.m. on Monday, July 24th:
- Charles Street between Preston Street and North Avenue.
- Ramp from Charles Street to I-83/JFX NORTHBOUND
- RIGHT lane of Preston Street (ONE WAY WESTBOUND) between St. Paul and Charles and Streets
- WESTBOUND Mt. Royal Avenue between St. Paul and N. Charles Streets.
- Ramp from I 83/JFX SOUTHBOUND to Mt Royal Avenue. ALL TRAFFIC MUST EXIT ONTO ST. PAUL STREET
- Lanvale Street between Maryland Avenue and Lovegrove Street (except for access to Penn Station parking garage)
- Lafayette Avenue between St. Paul Street and Maryland Avenue. Local access to the Hess gas station and school will be maintained.
- Mosher Street between Mt. Royal Avenue and Malster Street (One block. Artscape permit parking only.)
- McMechen Street between Mt. Royal Avenue and Malster Street (One block. Artscape permit parking only.)
- Malster Street between Mosher and McMechen Streets (Artscape permit parking only)
- Dickson Street between Mosher Street and Lafayette Avenue (Artscape permit parking only)
- Lanvale Street between Mt. Royal Avenue and Rutter Street (One block)
The following street CLOSURES and TRAFFIC PATTEN CHANGES will be in effect from 9 a.m. on Friday, July 21st until 6 a.m. on Monday, July 24th:
- Maryland Avenue CLOSED between North Avenue and Preston Street. Access to the garage will be maintained.
- Ramp from I-83/Jones Falls Expressway SOUTHBOUND to Maryland Avenue will be CLOSED except for garage traffic.
- TWO-WAY TRAFFIC along Maryland Avenue between Oliver Street and North Avenue. NORTHBOUND Maryland Avenue traffic must TURN RIGHT on North Avenue.
- Intersection of Mt. Royal and Maryland Avenues – CLOSED
- Falls Road CLOSED between W. Lafayette and Maryland Avenues
- TWO-WAY TRAFFIC along Lafayette Avenue between Falls Road and Maryland Avenue to allow access to city DPW yard and local businesses.
- Artscape Permit parking allowed on Biddle Street/Park Avenue behind Meyerhoff for festival food vendors
- TWO-WAY TRAFFIC on Park Avenue (next to the Meyerhoff) from Cathedral Street to the Symphony Center garage for festival parking.
Penn Station Access to the JFX:
- Once Charles Street closes, traffic from Penn Station will be allowed to cross Charles Street to access the ramp for I-83 NORTHBOUND at the following times ONLY:
- Thursday, July 20 from 12 midnight until 8 a.m. on Friday, July 21
- Saturday, July 22 from 12 midnight until 9:30 am
- Sunday, July 23 from 12 midnight until 9:30 am
- Traffic leaving Penn Station WILL NOT be allowed to turn right onto Charles Street for the duration of Artsacape 2017.
Special Sunday Traffic Pattern:
Special one-way traffic patterns will be set up along various roadways near the festival to allow local access for area residents throughout the event.
On Sunday, July 23, Maryland Avenue will carry TWO-WAY TRAFFIC between Preston Street and Mt. Royal Avenue from 9 am until 12 noon for morning church services. Those trying to access the church should follow St. Paul Street to Preston Street, then Maryland Avenue to the parking lot.
Weekend and Week Ahead Road/Lane Closures
Anne Arundel County: MILLING, ROADWAY REPAIRS AND REPAVING – MD 295/B-W Parkway SOUTHBOUND from I-195 to MD 100 – ONE LANE will be CLOSED from 9 p.m. on Friday until 5 a.m. on Monday. The ramps from MD 295 SOUTHBOUND to I-195 will remain OPEN.
Drivers should use I-95 SOUTHBOUND instead.
*NEW* Baltimore City: OVERHEAD LIGHTING WORK – Ramp from Moravia Road to I-95 NORTHBOUND will be CLOSED on Tuesday, July 25th from 9 p.m. until 12 midnight.
DETOUR – Moravia Road to I-95 SOUTHBOUND. Exit at Eastern Avenue (Exit 59) and then exit onto I-95 NORTHBOUND
Baltimore County: REPAVING – MD 30/Hanover Pike between I-795/MD 128/Butler Road and MD 91 in Upperco – ONE DIRECTION will be CLOSED, overnights, Sundays through Thursdays from 8 p.m. until 5 a.m. the following morning and occasionally daytime from 9 a.m. until 3 p.m. The work should be completed this fall.
Baltimore County: REPAVING – MD 145/Ashland Road-Paper Mill Road between York Road and the bridge at Loch Raven Reservoir – ONE DIRECTION will be CLOSED, overnights, Sundays through Thursdays from 9 p.m. until 5 a.m. the following morning and occasionally daytime from 9 a.m. until 3 p.m. The work should be completed this fall.
Baltimore County: REPAVING – OUTER LOOP of the Beltway between Harford Road and Perring Parkway – TWO lanes will be CLOSED, overnights, Sundays through Fridays from 9 p.m. until 5 a.m. the following morning.
Baltimore County: EXPRESS TOLL LANE PROJECT – PAVING/ROADWAY STRIPING – OUTER LOOP of I-695 WESTBOUND from I-95/Rosedale to Belair Rd – TWO lanes will be CLOSED, overnights, Sundays through Fridays from 9 p.m. until 5 a.m. the following morning. Work should be finished by early August.
Baltimore/Anne Arundel County: BRIDGE REPLACEMENT – I-895/Harbor Tunnel Thruway BOTH WAYS between the I-695/Lansdowne and I-97/MD 2 (south of the Harbor Tunnel and the Steel Bridge) – RIGHT lane CLOSED around-the-clock. Crews are replacing the bridge deck, and the bridge superstructure in its entirety.
Baltimore/Howard County: PAVEMENT MAINTENANCE – I-95 SOUTHBOUND at the Patapsco River Bridge (Baltimore/Howard County line, SOUTH of I-195). Overnights, Sundays through Thursdays. ONE lane CLOSED at 7 p.m. TWO lanes CLOSED from 8 p.m. until 5 a.m. the following morning. Crews will be applying a pavement sealant.
Baltimore County: REPAVING – I-83/Harrisburg Expressway NORTHBOUND between Shawan and Mt. Carmel Roads. ONE lane will be CLOSED, overnights, Sundays through Fridays from 8 p.m. until 5 a.m. the following morning.
Baltimore County: REPAVING – Harford Rd at Glen Arm and Mt Vista Roads. Mt Vista Road is CLOSED 24/7. Detour: Sunshine Avenue to US 1/Belair Road.
Caroline, Talbot and Queen Anne’s Counties:ROAD WIDENING–MD 404 Between US 50 and MD 309/Queen Anne. Work crews direct traffic in several spots. Traffic gets through one direction at a time on Saturday and Sunday from 4 a.m. until 12 noon.
Harford County: REPAVING – MD 22 WESTBOUND at Beards Hill Road – ONE lane will be CLOSED on Saturday from 7 a.m. until 2 p.m. and overnight on Sunday from 8 p.m. until 5 a.m. on Monday.
Howard County: DRAINAGE WORK – MD 94/Woodbine Road at A.E. Mullinix Road (South of I-70) – ONE DIRECTION will be CLOSED, around-the-clock, 24-7. Traffic will be allowed through one direction at a time until late July.
Montgomery County: ROAD WIDENING – MD 187/Old Georgetown Road between Cedar Lane and Greentree Road. Up to TWO lanes will be CLOSED, overnights, Sundays through Fridays from 8 p.m. until 5 a.m. the following moning and daily, Mondays through Fridays from 7 a.m. until 3 p.m.
Montgomery County: MONTGOMERY COUNTY CROSSING PROJECT/CLEARING AND CURB WORK – MD 355/Rockville Pike between Wilson Drive and Woodmont Avenue (near the NIH Campus in Bethesda). Up to TWO lanes CLOSED EACH WAY on from 9 p.m. on Friday until 5 a.m. on Monday.
Prince George’s County: REPAVING – US 50 WESTBOUND from after MD 424/Davidsonville (at the Patuxent River – Anne Arundel/Prince George’s County line) to MD 704 – up to THREE lanes will be CLOSED, overnights, Fridays through Mondays from 10 p.m. until 5 a.m. the following morning. Up to TWO lanes will be CLOSED, overnights from Sundays through Thursdays from 10 p.m. until 5 a.m. the following morning.
Prince George’s County: SHOULDER AND INTERCHANGE WORK – I 495/I-95 – INNER and OUTER LOOPS of the Capital Beltway between MD 4/Pennsylvania Avenue and MD 337/Allentown Road – up to TWO lanes will be CLOSED, overnights, Sundays through Fridays from 7 p.m. until 5 am the following morning.
Prince George’s County: REPAVING – US 1 Alternate/Bladensburg Road between Eastern Avenue (MD/DC line) and the Anacostia River/Peace Cross – ONE DIRECTION will be CLOSED, overnights Sundays through Fridays from 7 p.m. until 5 a.m. the following morning, and daytime, Monday through Friday from 9 a.m. until 3 p.m.
