Baltimore's interim police commissioner says a video that shows a man knocking down a police trainee during an arrest shows the officers' restraint.
A video published to the website World Star Hip Hop shows a physical altercation between a man and two Baltimore City police officers.
Kevin Davis said Friday that the interaction started when an officer and trainee approached a man screaming obscenities at people. The bystander video shows the officers tell the man to stop, but when they try to handcuff him, a scuffle begins. The man swings at both officers, landing a punch in the trainee's face that brings him down. He's later handcuffed.
The man has been identified as James Young.
Davis says policing is in the midst of a sea change and this unusual confrontation is a chance to examine the current environment for officers. He says they can't just walk on when faced with such a situation.
