Pentagon Ends Transgender Military Ban




via (CNN) - The Pentagon said Thursday it was ending the ban on transgender people being able to serve openly in the U.S. military.

The announcement -- which removes one of the last barriers to military service by any individual -- was made by Defense Secretary Ash Carter, who had been studying the issue for almost a year. The decision comes as the military has witnessed major changes in the role of women and the inclusion of gays, lesbians and bisexual service members in recent years.

Baltimore Police Release Video Of Suspect Vehicle In Lor Scoota's Killing



RadioOnFire.com - City police have released video of a minivan allegedly used by the suspect who murdered local rapper Lor Scoota on Saturday.
Police say the suspect exited a green Nissan Quest at a red light and opened fire on Tyriece Watson after a charity basketball game at Morgan State University.  Police say it was a targeted killing.
Anyone with information about the van or its occupants should call police.

LAPD Spies On People With Its Tech Tools. Now The Attorney General Is Praising Its Digital Savvy?

The Los Angeles stop is part of Lynch’s national community policing tour, which spotlights departments that have excelled in that area according to the President’s Task Force on 21st Century Policing’s final report, released last month. The LAPD, the report says, shines in its use of technology and social media.

But not everyone agrees with that assessment. The Los Angeles chapter of Black Lives Matter considers such praise so wrongheaded that the activists are protesting Lynch’s visit. Read more.

Republicans Block Democrats From Mentioning The Gun Violence Sit-In On Social Media

Baltimore County Police Outline Body-Worn Camera Program

House Set To Vote On Gun Measure Next Week

Michael Phelps Heading To 5th Olympics


RadioOnFire.com - Michael Phelps is heading to his fifth Olympics.
The most decorated athlete in Olympic history held off a stiff challenge from Tom Shields to win the 200-meter butterfly at the U.S. swimming trials in 1 minute, 54.84 seconds.

After whipping around to look at his time - which was likely a bit slower than Phelps would've preferred - he held up all five fingers on his right hand to signify Olympics No. 5.
Shields came on strong to take the second spot on the Olympic team in 1:55.81.
Watching from the stands was Phelps' fiance and their 7-week-old son Boomer, who was wearing noise-canceling headphones adorned with American flags.
Phelps still has two more events at the trials: the 100 fly and 200 individual medley. He could swim as many as six events in Rio, counting relays, looking to build on his 18 golds and 22 medals overall.

Former Indianapolis Colts RB Zurlon Tipton Dead At 26 After Accidentally Shooting Himself



RadioOnFire.com - Zurlon Tipton has passed away after accidentally shooting himself.
According to ESPN, the 26-year old was at a car dealership in Roseville, Michigan, when he reached into his duffle bag that contained two guns.  A.45-caliber semiautomatic went off, firing a round into his stomach. 
He was rushed to the hospital where he later died.
Both guns were registered to Tipton, who had a concealed carry license.


“The pistol deployed and the man staggered back about eight to 12 feet, then collapsed,” the dealership's manager Mark DeMara told the Macomb Daily. “We have an employee here who used to work for the fire department and he began working on the man.”

Zurlon Tipton shot himself in the stomach at Mike Riehl’s Chrysler, Dodge, Jeep, Ram dealership in Roseville, according to police.
“He was conscious and speaking as he was being placed into the ambulance,” said Roseville Deputy Police Chief Don Glandon“He was on the passenger side of the Jeep, while the service tech was on the driver’s side when the gun went off.”
Tipton played running back for the Indianapolis Colts during the 2014-2015 season. He made the team after going undrafted out of Central Michigan.
"Zurlon was a dude you rooted for -- an undrafted, talented, hardworking player who always seemed to have a smile on his face. His personality was contagious," Colts long snapper Matt Overton told ESPN's Mike Wells. "He will always be our brother. He is family. Today is a tough day for many. Prayers go out to his family during this difficult time."


Changes Announced In Baltimore Police Use Of Force Policy


RadioOnFire.com - Changes are on their way to the Baltimore City Police Department's use of force policy.
The changes include de-escalation of situations and immediate medical attention for anyone who claims they are injured.
Baltimore Police Commissioner Kevin Davis and Baltimore Mayor Stephanie Rawlings-Blake announced the changes on Wednesday.

Despite the Department of Justice investigation and last year's death of Freddie Gray, Mayor Rawlings-Blake says changes were already on their way. 
The policy has more than doubled, from six to 14 pages and it includes stronger language on sanctity of life and the de-escalation of situations.
They changes take effect July 1st.

Lor Scoota's Family Announce Tribute & Block Party


RadioOnFire.com - The family of Lor Scoota held a news conference this morning at the corner of Pennsylvania Avenue and West Lafayette Avenue by the statue of Billie Holiday to say that Watson's work as a rapper, performer, mentor and community leader, is overshadowed by news of his murder last weekend.




Alexis Savage, who was Watson's personal assistant said he had mentored young people and other rappers, and was at times frustrated that so many youth turn to violence in Baltimore City.
"We can't keep acting like our children are violent. They're not violent, they're hurting. When you hurt, you act out of anger. These children are angry, so what are we going to do about it," Savage told reporters.
The family announced several tributes, including performances by hip hop artists that Watson mentored. Those artists will perform from 4 p.m. To 6 p.m. Tomorrow outside of the Wylie Funeral Home on Mount Street, as Watson's viewing is taking place inside from 11 a.m. Until 7 p.m.
Watson's funeral is set for noon on Friday at the Empowerment Temple. The family says a block party to celebrate his life will take place after the funeral Friday afternoon at 4 p.m. In the 1500-block of Pennsylvania Avenue.

Law Professor Files Complaint Against Mosby


RadioOnFire.com - A George Washington University law professor is filing a complaint against Baltimore State's Attorney Marilyn Mosby over the investigation and prosecution of six police officers in the death of a black man who was critically injured in the back of a police van.

John F. Banzhaf III says his complaint is being filed Wednesday with Maryland's Attorney Grievance Commission. Among other things, Banzhaf says in his 10-page complaint that Mosby appears to have violated Maryland's rules of professional conduct for lawyers, which requires that a prosecutor refrain from prosecuting a charge unless it is supported by probable cause.

So far, Mosby's office has tried three of the six officers charged in Freddie Gray's 2015 death. Two prosecutions ended in not guilty verdicts and a third resulted in a mistrial.

Gray's death set off protests and rioting in the city.
Meanwhile, Baltimore and Harford County Delegate Pat McDonough, who is a Republican congressional candidate, has begun circulating a petition calling for Mosby's resignation.

2 Explosions Rock Istanbul Airport, 31 People Killed


ISTANBUL (AP) -- A Turkish official says two attackers have blown themselves up at Istanbul's Ataturk airport after police fired at them.
Justice Minister Bekir Bozdag said 31 people were killed in the attack while another senior government official told The Associated Press it could climb much higher.
The senior official at first said close to 50 people had already died, but later said that the figure was expected to rise to close to 50.
The official, who spoke on condition of anonymity in line with government protocol, said as many as four militants may have been involved in the attack.
Turkey's NTV television earlier quoted Istanbul Governor Vasip Sahin as saying some 60 people were wounded.



Three Officers Cite "Defect" In Prosecution As Grounds For Dismissal


RadioOnFire.com - Three of the four remaining officers who face trial in the death of Freddie Gray are asking for their case to be dismissed arguing a "defect in the institution of prosecution."
In motions posted on the Court's website, Officer Garrett Miller is seeking the dismissal, along with Sgt. Alicia White.
The Baltimore Sun also reports Lt. Brian Rice, whose trial is scheduled to begin one week from today, has made a similar request.
The request is based on what attorneys say are "defects" raised at the District Court and Circuit Court levels.

Attorneys for all three officers cite an affidavit unsealed last week by Baltimore City Sheriff's Major Sam Cogen, who, along with State's Attorney Marilyn Mosby, was also sued for wrongful arrest by the three officers.
 In an affidavit unsealed in Rice's federal lawsuit, Cogen claims he was not part of the investigation that led to the charges filed against the officers.  
The Baltimore City State's Attorney's Office had claimed Cogen led independent investigation for their office, but Cogen in his affidavit said he only signed off on the investigation completed by the state;s attorney's office.  Cogen also admitted to signing the arrest warrants for the six officers charged.
The defense attorneys also cite a Baltimore Sun report this weekend, in which the newspaper obtained the notes of Baltimore City Police Detective Dawnyell Taylor, who said she was told by the state's attorney to present a script to grand jurors that contradicted the findings of the police department's investigation into Gray's death.
The defense attorneys argue the script was written by assistant state's attorney Janice Bledsoe.
Earlier this month, during the trial of Officer Caesar Goodson, Taylor testified for the defense and noted she had an interview with Assistant Medical Examiner Carroll Allan, who performed the autopsy on Freddie Gray,.  According to Taylor's notes, Allan said Gray's death was the result of a "freakish accident," but when she testified Allan said Gray's manner of death was a homicide.  
Taylor testified that Bledsoe stormed out of the room, when Taylor presented her findings and accused Taylor of trying to "sabotage the state's case."
The attorneys for Rice, Miller and White are asking Judge Barry Williams to dismiss their indictments, and hold a  hearing on their request.
They have also filed a separate motion asking for the notes of the grand jury to be disclosed in court.  
Rice who faces manslaughter and four other charges will face a pre-trial hearing next Tuesday, with jury selection scheduled for next Wednesday.  If Rice requests a bench trial, that request will be considered at Tuesday's hearing.
Miller is scheduled to go on trial on July 27.
White is scheduled to go on trial on October 13.

Pennsylvania Man Charged With Killing Live-In Girlfriend In Baltimore County


RadioOnFire.com - A York County, Pennsylvania man faces charges of killing his live-in girlfriend in Baltimore County.
Baltimore County Police are charging 48-year-old Michael Anthony Morant of Red Lion, with first degree murder in connection with the death of 30-year-old Rebekah Jea Strasbaugh.
The woman was reported missing  Saturday afternoon by relatives who told police they had not seen her since Friday.
Police later discovered Morant had driven to Baltimore City on Saturday to look for Strausbaugh.  He found her at the Shake Shack on Pratt Street, and the two got into his car, and headed north back to Pennsylvania.
Police say as the couple traveled along I-83, they began to argue.  Morant pulled off I-183 to an area around Ensor Mill Road and Belfast Road in Sparks. The two got out of the car and continued to argue.  Police say at some point the argument turned physical.
Police say the woman suffered injuries that left her unresponsive.  When Morant did get a response from the woman, he dragged her body into the woods and covered her with a blanket.
Police later discovered the body in the woods in the 15500-block of Ensor Mill Road.  Investigators are not saying how the woman died.  
An autopsy is pending.
Morant is being held without bail at the Baltimore County Detention Center.

Carroll Residents Appeal To State On School Closing


RadioOnFire.com - It is a packed hearing today at the Maryland State Board of Education meeting as Carroll County residents try to reverse a decision to close three schools.

North Carroll High, New Windsor Middle and Charles Carroll Elementary Schools are due to close on Friday, the result of a decision by the school board in Carroll County to deal with declining enrollment.
Residents packed this morning's meeting of the State Board of Education to appeal the decision, citing a lack of transparency, and one resident raised the possibility the moves were illegal.
The attorney for the school system defended the moves.
The State Board of Education has not made a decision on the appeal. A spokesman says it could be considered in a closed door session at the lunch break of today's meeting, but that would be rare.
The Board does have the power to delay the closing, while it considers the appeal.

3 Arrested During Vigil For Slain Baltimore Rapper Lor Scoota


RadioOnFire.com - Police arrested 3 people with disorderly conduct charges after a vigil for Lor Scoota on Monday.
"This was a largely peaceful gathering of people who cared for this young man that this city really, really loved," Kevin Davis said at a news briefing. "This gathering tonight included just a couple people who decided to act in their own self-interest and agitate the crowd."
The vigil in Watson's memory began around 5 p.m. Monday and the crowd grew through the evening. Democratic mayoral nominee Catherine Pugh also showed up around 10:30 p.m. Monday and urged people to leave.
The crowd dispersed around 11 p.m., but there were no injuries.
 A small group of people threw bricks and bottles at police officers as they tried to clear the streets, Davis said.
"We've been there and done that and that's not going to happen again," Davis said.
, he said.

Police Seek Tips, Social Media Clues In Rapper's Killing


RadioOnFire.com - Baltimore City Police  say even though detectives have gotten more tips about the fatal shooting of a local rapper than any other crime, officers have not identified a suspect in the slaying. 

Spokesman T.J. Smith said at a news conference Monday that investigators still need the public's help in finding the person who shot 23-year-old Tyriece Travon Watson Saturday evening. 

Martin, whose stage name was Lor Scoota, was shot while he was driving near Morgan State University, Moravia Road near Harford Road. 
City Councilman Nick Mosby  said that Watson had been at a charity basketball game at Morgan State before being shot. 

Smith said anyone who had had photos or videos of the event that Watson attended, or of anything that happened between the time Watson left campus and was shot, should send them to police.

Motions Filed In Rice Case


RadioOnFire.com - Today marks a deadline for prosecutors in the next trial of an officer charged in the death of Freddie Gray. 
Lt. Brian Rice is due to go on trial a week from tomorrow on charges of manslaughter, second degree assault, reckless endangerment and two counts of misconduct.
By the end of the day prosecutors must file any pre-trial motions they have, and any response to defense motions filed in the case.
Rice, 42,  was the officer who first spotted Freddie Gray and two other men on the morning of April 12, of last year and started chasing Gray.
Rice also helped load Gray back into the van at its second stop.
The defense is trying to throw out any argument of the legality of the knife Gray was carrying.
Prosecutors maintain the knife Gray was carrying was legal, therefore the arrest of Gray was illegal.
The defense is also seeking to dismiss the reckless endangerment charge noting it does not apply to police vehicles.
It is not known if Rice, like Officers Caesar Goodson and Edward Nero will ask for a bench trial rather than a jury trial.
That issue is expected to be resolved in court next week.
Goodson was acquitted of all charges last week by Judge Barry Williams, while Nero was acquitted last month.
Rice's attorneys have added attorney Michael Davey to a team that includes Chaz Ball, Michael Belsky and Marc Zayon, who also was on Officer Nero's defense team.  
Officer Garrett Miller is expected to testify for the state at Rice's trial.  He testified at Nero's trial last month that he was the one who put flex cuffs and leg shackles on Gray at the Van's seocnd stop, and Rice and Nero then loaded Gray back into the van.
Miller faces his own trial on July 27.

Lor Scoota: Baltimore's Version of Tupac or Biggie Smalls


RadioOnFire.com - The tragic loss of 23 year old Baltimore rapper Lor Scoota (Tyriece Watson) who was shot and killed over the weekend, takes me back to the mid 1990’s and the deaths of Tupac Shakur and Biggie Smalls. While they are not identical situations, there are many similarities in circumstances and impact. I believe that Lor Scoota is this generations Tupac or Biggie! The young hip-hop fans in Baltimore are mourning the murder of this rising star the same way we did in 1996 and 1997 respectively.





Like Pac' and Big, Scoota was a powerful voice for his generation. That's why he was frequently tapped to talk to the youth in Baltimore. He was coming from one of those events before his death. Like Pac' and Big, Scoota's catchy street raps told tales that the inner city could relate to. Like Pac' and Big, he was killed before he could reach his full potential. Just like the legendary Tupac Shakur and Christopher Wallace, Tyriece Watson was killed in a hail of gunfire while in a vehicle. Like Pac' and Big, he will be missed.



Lor Scoota may have not reached the super stardom level of the aforementioned rap greats but he made a big mark! 

T.J. Smith, the chief spokesman for the Baltimore Police Department, remarked that there is an “eerie irony” about the timing of Scoota’s killing “that should just absolutely tick us all off.” As mentioned, Scoota was targeted just after he had led a rally for peace.

“There are many that are going to scrutinize the lyrics in his songs and some of the activity he might’ve been involved in in the past, but the reality is he’s a victim, and there’s a murderer on the street,” Smith said. “A lot of young people knew him and looked up to him, and whatever he might’ve been doing in the past, it appears he was doing some things to change his life and use those experiences to help empower other young people in our city of Baltimore.”

Many well-known rappers, including Meek Mill, The Game, Tate Kobang, Shy Glizzy, and Yo Gotti, have gone on social media to pay their respects to Scoota and express their grievances, as have former Ravens WR Torrey Smith and Baltimore-hailing Nuggets guard Will Barton.



Baltimore FOP President: "We Did Not Endorse The Social Media Campaign"


RadioOnFire.com - Over the weekend, The Baltimore Sun reported that the police union sent a tweet Friday night with a photo of actor Leonardo DiCaprio making a toast, with text reading, "Here's to the Baltimore 6 defense team." Another tweet referred to State's Attorney Marilyn Mosby as "the wolf that lurks." The tweets have been deleted.
Police Chief Kevin Davis and Council president Jack Young called the tweets insensitive and inappropriate.
Gene Ryan, Baltimore Fraternal Order of Police President was on WBAL NewsRadio 1090's C4 show this morning and spoke about the tweets released over the weekend.

Cecil County's Top Prosecutor Arrested In Ocean City


RadioOnFire.com - Cecil County State's Attorney Edward "Ellis" Rollins is facing possible charges in Ocean City. He was arrested after police got a call about a naked man on a hotel balcony.
Police released Rollins after consulting with the Worcester County State's Attorney, who'll decide what, if any, possible charges to bring. 
Police tell WBAL Newsradio 1090 Rollins could face charges including indecent exposure and disorderly conduct. 
No comment from Rollins, who was in Ocean City attending a conference of state prosecutors. 
Here is the official statement from Ocean City police: 
On Wednesday, June 22, at approximately 4 p.m. officers responded to the Clarion Hotel for a report of a nude male on a balcony. Officers located the room in question and ultimately took Edward D. Rollins, III of North East, MD, into custody for disorderly conduct and indecent exposure. Officers consulted with Worcester County State’s Attorney Beau Oglesby and were advised to release Rollins without charges pending further investigation. The investigation is on-going at this time.

Baltimore Cop Attacked By Dirt-Bike Riders


RadioOnFire.com - Baltimore police say an off-duty officer was attacked by men on dirt bikes. Police say the officer was driving her personal car about 1:30 p.m. Saturday when she accidentally struck one of the men near the 1100 block of N. Monroe Street.

She was attacked when she got out of her car to help the man she had hit.Police  ay the men were gone by the time other officers showed up. The officer hurt her ankle in the scuffle, but is expected to be okay. Police don't know if the men knew their victim was a police officer. Police are searching for the attackers.

Baltimore Woman Killed By Tractor-Trailer


RadioOnFire.com - State Police say a Baltimore woman was struck and killed by a tractor-trailer in Frederick County..
Police say 49-year-old Bonnie Bush-Schaffer ran into the path of the oncoming vehicle about 4:40 a.m. Sunday.   
She was pronounced dead at the scene along Route 15 at Tippin Drive in Thurmont. 
Police say the driver of the tractor-trailer tried to avoid hitting the woman, but couldn't. 
Investigators aren't sure why the woman ran into traffic.

Gunman Shoots Woman, Causes Car Crash in Baltimore


RadioOnFire.com - Baltimore police say a gunman fired at a moving car, injuring a passenger. 
The driver tells police a man tried to rob her about 3 a.m. Sunday in the 1100 block of W. Lafayette Avenue. 
She jumped into her car and tried to speed away when the man shot at her. 
He missed the driver, but struck a 24-year-old woman in the passenger seat. 
Police say the driver then struck a wall in the 100 block of W. Mulberry St. as she tried to drive to the hospital. 
The 24-year-old shooting victim is expected to survive her upper body wounds. 
Police are searching for the shooter.

Popular Baltimore Rapper Lor Scoota Dead. Reportedly Shot 11 Times


RadioOnFire.com - Popular Baltimore based rapper Lor Scoota real name Tyriece Watson (23) was killed today (June 25) in east Baltimore after being shot 11 times while driving in a car. We want to send our prayers and condolences out to the family, friends and fans of this young man. This is truly a big loss for our city. His songs excited this generation of Baltimore hip-hop fans and he will forever live on thru his music.






Before he was killed, Watson hosted a charity basketball game at Morgan State University. Fliers promoting the event bore the slogan was "Pray For Peace In These Streets."

Watson lived in the 1900 block of Clifton Avenue in Baltimore.




Baltimore Police said the following:

On June 25, 2016 at approximately 6:56 p.m., officers responded to Harford Road at Moravia Road for a shooting.

Upon arrival, officers located an adult male who was suffering from at least one gunshot wound. That victim was transported to an area hospital and was pronounced dead a short time later.


Homicide detectives are investigating this shooting.

Several witnesses have confirmed that the victim was driving eastbound on Moravia Road at Harford Road when an unknown suspect stepped into the street and opened fire at the victim. Preliminarily, this appears to be a targeted incident.

The suspect is described as an unknown black male who was wearing a white bandana.
