Mayor Rawlings Blake: "I Did Not Leave The City" During The Unrest

A day after more than 7,000 emails were released detailing how city officials responded to the April riots, Mayor Stephanie Rawlings-Blake states she was not involved in choosing which emails would be released.

Rawlings-Blake told Maryland's News Now that city attorneys determined which emails to release, noting that attorneys believed certain communications were privileged.

"I think it's important to get that information out and that we're learning from it and that we're not waiting for the investigation or study to be over to make changes," the mayor tells Maryland's News Now. The emails were released following Public Information Act requests by WBAL and other media organizations. Rawlings-Blake also responded to rumors that she had fled the city during the riots.

The mayor called the rumors that she left the city "ridiculous."

"I did not leave the city," the mayor told WBAL's Mary Beth Marsden.

She noted that on April 27, as rioting began hours after Freddie Gray's funeral, she was at City Hall then at the Emergency Operations Center.

Rawlings-Blake has previously said that unlike unrest in other cities, no one was killed during the Baltimore riots. Rawlings-Blake told Maryland's News Now that she was not attempting to put a positive spin on the riots adding, "It was ugly, it was tragic."

Prosecutors Deny Officers Indicted In Freddie Gray Case Gave Statements Under Duress

Prosecutors are responding to claims by the defense in the Freddie Gray case that the officers charged in Gray's death gave statements because they were afraid they would lose their jobs.

City State's Attorney Marilyn Mosby's office argues that those statements were given voluntarily and that there was no threat of job loss.

Lawyers for five of the six officers charged in gray's death filed a motion arguing that their statements given to investigators should be thrown out, because they were illegally obtained.

The defense says those statements were not voluntary and were given under duress because the officers thought their jobs were in jeopardy.

Police Officer Shoots Man In The Face In Baltimore

Baltimore police say an officer shot a suspect in the face during a traffic stop after the man used his vehicle to pin the officer against a patrol car. 

Interim Police Commissioner Kevin Davis says officers were patrolling a neighborhood on the city's west side after reports of gunfire when they pulled the driver over. The man reversed his vehicle, pinning an officer against the car. The officer fired his weapon at the man, who police said was not fatally injured. The officer had minor injuries. 

Davis says the man drove around a corner, got out of the car and then surrendered to police, telling them he was armed. Police were searching for a second man who fled the vehicle.

The police shooting was part of another violent night in Baltimore.

There were at least two shootings being investigating earlier in the evening. A 21-yea-old man suffered multiple gunshot wounds to the back just before 7 in the 1800 block of Poplar Grove Street. He is in critical condition.

Then about a half hour later police were called to the 1200 block of Clendenin Street for a report of a shooting. A 24-year-old man suffered multiple gunshot wounds to the head and body. He is in grave condition and homicide detectives are investigating.

This comes on the heels of another violent weekend in the city, where there were at least 15 shootings and 5 homicides.

Baltimore Police: Gun Found In Easter District Holding Cell

RadioOnFire.com - Police in Baltimore say they are investigating after a gun was found in a prisoner holding cell. 

The department announced in a release late Thursday that it opened the investigation on Wednesday after a handgun was found in an Eastern District holding cell. 

Police say all circumstances surrounding the incident will be examined to ensure that it does not happen again. 

In August, police said an attempted murder suspect shot himself after being escorted from a holding cell to a restroom. In January, officers disarmed a man who told them a prison gang ordered him to smuggle a loaded gun into a city police station to test security. The FBI issued a memo in December warning of potential threats against police officers nationwide.

Man Charged With Shooting Three Teens In East Baltimore

Baltimore police make a quick arrest in the shooting of three teens in the city.

During a news conference at police headquarters, Interim Commissioner Kevin Davis announced the arrest of 25-year-old suspect Keon White.

He's accused of shooting of three young people along the 800 block of North Glover Street Wednesday night in East Baltimore.

A 13-year-old boy was shot in the chest, a 15-year-old boy was also shot in the chest and shoulder and a 16-year-old girl was shot in the leg.

Commissioner Davis says the shooting was the result of "nonsense."

Police say tips from witnesses in the neighborhood helped them nab the suspect.

There have been almost twice as many shootings in Baltimore in 2015 as there were in 2014.

Activists For Police Reform To Rally Before Panel Meeting

Activists are scheduled to hold a news conference Thursday in Annapolis.

They called for reforms aimed at stopping police brutality during the Legislature's annual 90-day legislative session. During the session, activists cited protests around the nation against killings of unarmed black men by police in New York and Ferguson, Missouri, as evidence action was needed in Maryland.

While lawmakers passed some measures, activists were largely disappointed by the failure of more extensive reforms by the time the Legislature adjourned in April.

Shortly after rioting in Baltimore in the aftermath of Freddie Gray's death later that month, lawmakers formed the panel to explore legislation for next year's session.

Mother Chokes Baby Before Jumping Off Parking Garage In Murder-Suicide

RadioOnFire.com - The State Medical Examiner has concluded the death of a baby and its mother in the 55 Market Place parking garage on June 23rd was a case of murder-suicide.

An autopsy found that the 26-year-old Sahar Porrajabi asphyxiated her 5-month-old baby Sina Masoodi and then jumped off the parking garage to her death.

Police found the mother dead at the scene. Officers found the baby dead inside her car, which was parked in the garage.

Police said the case has been closed because the suspect is deceased.

Woman Arrested In Michigan, Accused Of Killing Randallstown Man

WBAL is reporting that A 40-year-old woman accused of fatally shooting a man in Baltimore County, Maryland, has been arrested in Michigan. 

The Bay City Times reports Deidra Griffin was taken into custody Monday night at a home in Bay County, Michigan. She was arraigned Tuesday on extraditable offenses including first-degree murder and firearm use in the commission of a violent crime. 

Authorities accuse Griffin of killing 51-year-old Lonnie Paye Jr. of Randallstown, Maryland. Bay County Prosecutor Kurt C. Asbury says investigators found evidence believed to be linked to Paye's death at the home where Griffin was arrested. 

A judge said he would appoint Griffin an attorney to represent her on the matter of extradition. She said via video that she's not a flight risk, but the judge did not grant bond. 

An extradition hearing is scheduled for Aug. 2.

Contractor For Maryland Health Exchange Website Forced To Repay $45M

WBAL is reporting that the main contractor in Maryland's initially flawed health care exchange website has agreed to repay $45 million to avoid legal action over its performance, officials announced Tuesday. 

Maryland's website crashed right after opening Oct. 1, 2013, as part of President Barack Obama's health care law, and it wasn't the only state to have problems. Oregon and Nevada abandoned their state-run exchanges and now use the federal one. 

Noridian Healthcare Solutions agreed to pay $20 million upfront, Maryland Attorney General Brian Frosh said. The rest will come in yearly installments of $5 million for five years. The payments represent a recovery of 61 percent of the total paid to the company for the failed website. 

"This company never delivered on what it promised, and, as a result, tens of millions of taxpayer dollars were wasted, and thousands of Marylanders suffered delays and frustration," Frosh said of Noridian. "This settlement sends a message that the performance was unacceptable, and that those responsible will be held accountable." 

The state later rebuilt its website with other technology. 

Newly Released Video, Audio Detail Start Of Baltimore Riot, Police Response

RadioonFire.com - City surveillance video and police radio transmissions newly released by authorities show Baltimore police respond in the area near Mondawmin Mall after Freddie Gray's funeral. 

The audio transmissions which have been obtained by the Baltimore Sun, detail officers' efforts to gain control of the streets after the April 27 funeral for Freddie Gray, a black man who suffered a fatal spinal cord injury in police custody. On the transmissions, orders instructing officers to "hold the line" are heard, but there are no orders to "stand down." 

The police union accused the higher-ups of instructing officers to not engage rioters, allowing looting.

Baltimore County To Charge For Ambulance Rides

RadioOnFire.com - There's a new plan in Baltimore County to start charging for ambulance rides WBAL reports.

The County Council will take up the measure next Tuesday with a vote expected the week after. The County Fire Chief says the fees will be paid by private insurance companies, Medicare or Medicaid.

County officials say the new fees would be $700 or $750 per transport depending on the level of care that is required. There will also be a $10 per mile fee tacked on. Many other counties and cities already charge for ambulance rides. Officials say the plan should bring in about $26 million a year in revenue.

The revenue that is raised would be put into the county's general fund.

Baltimore Police Give Drivers 2 Days To Turn In Cash!

RadioOnFire.com - What would you do if you were driving thru the Harbor Tunnel and you saw cash flying out of the back of an armored truck? Well several drivers experienced that earlier this week when rear doors to an armored Brinks truck bust open, spilling cash in the path of drivers traveling behind it due to what police are now calling a door malfunction.


If you picked up any of the cash, police are offering you immunity. But they say if you don’t hand over the money by Saturday, you will face criminal charges. Those who snatched some of the cash have until Saturday to hand it over. If you did take the money hopefully you have not spend it because  there are cameras in the tunnel - and they will find you.


MDTA quickly block off both ends of the tunnel for hours as they retrieve most of the fallen money–but not all of it. Police say cameras inside the tunnel captured parts of the incident, which will allow them to identify those drivers who took cash, if needed.


…Without facing any criminal charges–what they say is a golden opportunity to step up and do the right thing.

“I think it’s a good offer to try and get something back. I’ll be interested to see if many people do turn money back in,” said Stanton.

Those who took cash have until 5 p.m. Saturday to get in touch with MDTA Police and return it. If not, authorities say they’re looking at theft charges–possibly more serious charges–depending how much money they took.

Police say the exact dollar amount of what’s still missing is not available because of the ongoing investigation.

Gov. Hogan Endorses NJ Gov. Chris Christie For President

16-Year-Old Dies In Quadruple Shooting In West Baltimore

RadioOnFire.com - There's been another homicide Wednesday in the city.

Around 1:15 a.m. Wednesday, police were called to an area hospital where they found four victims with gunshot wounds. Three males ages 19, 21 and 22 years old suffered non-life threatening injuries. The fourth victim, a 16-year old male was shot in the chest and later died.

It was determined that the shooting happened in the 3500 block of W Garrison Boulevard. 

There were also two non-fatal shootings. Police say they found a 52-year-old man in the 5000 block of Denmore Avenue just before 10:30 last night with a gunshot wound to his abdomen. 

Just before 1:30 this morning police found a 21 year old man with gunshot wounds to his hand and leg. Authorities say he had been shot in the 2100 block of Germania Avenue.

Police: Guns, Drugs Seized At Anti-Violence Program's Office

RadioOnFire.com - Police say a robbery investigation led officers to the East Baltimore office of an anti-violence program, where seven guns and drugs were found. 

Interim Police Commissioner Kevin Davis said at a news conference Tuesday that ballistics tests are being done on the weapons to see if they are linked to shell casings found at the scenes of more than a dozen shootings in Baltimore in a week. 

The program, called Safe Streets, is funded under the city health department. It uses outreach workers, including past offenders, to go into the community to help to reduce violence.

Davis says two suspects in a robbery Monday ran into the Safe Streets office on Monument Street. Nine people were arrested at the site, including two employees who officials say were fired. The Safe Street workers were identified as Ricky Evans and Sherri Jordan.

Most of them have been charged with drug possession after heroin and guns were discovered during a search, which started with a 911 call for the armed robbery report early Monday morning.

During the robbery investigation, police found a vehicle they were looking for parked outside the Safe Streets office. Police said three men came out of the building and went back inside and ran up the steps.

Police said they ordered everyone outside and during searches of the building found handguns, ammunition, heroin and drug paraphernalia.

The Safe Streets program on Monument Street has been suspended.

5 Killed, 11 Hurt In Multiple Baltimore City Shootings

BALTIMORE - Five people were killed and 11 others were injured in multiple shootings since 10 p.m. Saturday in Baltimore. The most recent shooting happened at 12:30 p.m. Monday. Officers were called to the 3400 block of Cardenas Avenue and find an unidentified man who had been shot multiple times. Paramedics rush the victim to a hospital, where he is pronounced dead.

Officers were called to the 800 block of North Belnord Avenue at 12:07 p.m. Monday for a shooting. Police found an unidentified man shot in the head. Paramedics with the city fire department transport the man to a hospital, where he is pronounced dead.

Around 2:45 a.m. police found a 22-year-old man shot in the back in the 1500 block of Mrytle Avenue. He was taken to the hospital and is listed in stable condition. Among the violence over the weekend, an 18-year-old man was fatally shot around 10 p.m. Saturday in the 4300 block of East Wabash Avenue.

A 37-year-old man suffered a gunshot wound to the abdomen about 12:40 a.m. Sunday in the 2300 block of Aiken Street, Baltimore police said.

Three other men showed up at hospitals overnight with injuries from shootings as well.

Investigators said a 17-year-old boy suffered a gunshot wound to the leg in the 4900 block of Park Heights Avenue just before 2 a.m.

Authorities with the Baltimore Police Department said a 29-year-old man was rushed to a hospital after being shot in the back multiple times in the 1800 block of East Federal Street about 2:30 a.m. Sunday. He died of his injuries.

A 30-year-old man suffered a gunshot wound to the leg in the 200 block of Greene Street just after 5 a.m.

Police were also called to the 2100 block of East Eager Street just before 7 a.m. A 33-year-old man died of gunshot wounds to the neck and a 35-year-old woman was rushed to a hospital in critical condition.

On Sunday just after 7 p.m., officers responded to the 2000 block of Linden Avenue for a report of a shooting. Officers found a 25-year-old man with multiple gunshot wounds to his body. He was taken to a hospital and is listed in critical condition.

About 30 minutes later, a shooting occurred in the 2000 block of Denison Street. A 31-year-old man with a gunshot wound to the back was taken to a hospital. He is listed in stable condition.

Just before 10 p.m., Baltimore police responded to a shooting in the 3500 block of Elmley Avenue. Emergency responders took a 24-year-old man with a gunshot wound to his arm to a hospital. He is in stable condition.

Anyone with information about any of the incidents should call the Baltimore Police Department.

With that shooting, 322 people have now been shot in Baltimore, compared to 165 at this point in 2014. Also, 168 people have come been killed in 2015 compared to 105 at this point last year.

City leaders have responded to the violence by announcing the formation of a "war room" to combat the spike in crime.

Among the violence over the weekend, an 18-year-old man was fatally shot around 10 p.m. Saturday in the 4300 block of East Wabash Avenue.

Six Shot Overnight In Baltimore

One of the victims was in grave condition when he was taken to the hospital. The 31-year old-man was shot in the head. Detectives are looking for suspects in that shooting. It happened along the 3400 block of Chesterfield Avenue. 

Two men walked into a hospital after being shot around 9:45 p.m. in the 500 block of East Preston Street.  

Ten minutes later, police were called to investigate a shooting on Lake Avenue. A 14-year-old was shot in the arm. 

And at 10:05 p.m., a 19-year-old man was shot in the foot along Liberty Heights Avenue and Reisterstown Road near Mondawin Mall.

The last known shooting happened at around 2:33 a.m. Officers found a man suffering from a gunshot wound to the head. He's listed in grave condition. Due to the severity of the victim’s injuries, homicide detectives are investigating the incident and ask anyone with information to call 410-396-2100.

Comm. Davis: “It all gets down to the basics of training, equipment and experience. Baltimore has been without a riot since 1968, and the training that’s been afforded to Baltimore police officers for years and years and years has been very basic. It’s really centered around crowd control more-so than riot control. So, controlling a crowd is a far, far different thing than participating in a riot. So we didn’t have the right equipment, we didn’t put our police officers in a position to succeed. And that’s a leadership responsibility. We were significantly short on personnel, and that’s a lesson learned. So the report, I’m sure, points that out. But I just want to remind everybody that hindsight is 20-20; everybody acted with the very best of intentions during that very, very difficult time. Our experience in this regard will be our greatest teacher.”


Carter: “You are a proven police officer. You know what it takes to run a police department. Will it be a little difficult given the fact that your title is ‘interim’ in terms of being able to put policies in place and things that are going to stick around for a while?”


Comm. Davis: “Aren’t we all interim in one regard or another? I’m hitting the ground running, and I intend to focus all my efforts on leading this agency. If I’m going to succeed, I’m going to succeed based on my experiences and the mentors I’ve had along the way. I’m here to work for the community and for the men and women of this organization. And whatever the future holds, the future holds.”


Davis describes departing commissioner Anthony Batts as a friend and mentor and says he wouldn’t be here today if it weren’t for him.

Baltimore Police Comm. Anthony Batts Fired By Mayor Rawlings-Blake!

RadioOnFire.com - BALTIMORE — Mayor Stephanie Rawlings-Blake said Wednesday that she has replaced Police Commissioner Anthony W. Batts, citing "utmost urgency" to stop a recent surge in violence.


"We cannot grow Baltimore without making our city a safer place to live," Rawlings-Blake said at a press conference at City Hall. "We need a change. This was not an easy decision, but it is one that is in the best interest of the people of Baltimore. The people of Baltimore deserve better."

Rawlings-Blake named Deputy Police Commissioner Kevin Davis interim commissioner, effective immediately.

The city's homicide rate spiked soon after riots overtook much of West Baltimore on April 27. The city recorded 42 homicides in May, the deadliest month in 25 years. There have been 31 homicides in the past month.

Batts was hired to lead the city's police force since October 2012. Batts had last served as police chief in Long Beach, Calif., and Oakland, Calif. He earned more than $200,000 a year.

Del. Curt Anderson, a Baltimore Democrat and co-chair of the state's new working group on public safety, said the move was inevitable.

"I know there was a lot of frustration over what was going on in Baltimore," Anderson said. "Clearly when the discussion about the police commissioner becomes more important than actual problem, the mayor has to remove that obstacle."

Davis, who has most recently served as deputy commissioner, has a long history in law enforcement.

He previously served as police chief in Anne Arundel County and assistant police chief in Prince George's County.

Police: No Indication Of Shooter On Walter Reed’s Campus

RadioOnFire.com - BETHESDA, Md. — Operations at Walter Reed National Military Center are back to normal. Reports of a possible gunshot put the facility on lockdown.

Christie Ileto reports it’s the second time in a week there’s been a massive police response at a military facility.

Employees and visitors spent more than three hours in lockdown. Some hid in cafeterias and others in conference rooms—all relieved that this was a false report.

Another scare of a reported shooting, this time at Walter Reed Military Hospital in Bethesda..

“And we hear that there’s an active shooter alert, so we’re told to get inside, undercover, get down,” said one woman.

The focal point of a massive police search was a 20 story tower, building one. After sweeping through 243 acres, the search failed to confirm the report.

“Very much [relieved],” said one man.

This comes four days after a similar false report at Navy Yard.

“You got to be very cautious,” said another man. “It might be a prank…you never know.”

Patient care had been suspended for the rest of the day, due to police activity.

Maryland Mom Held On $500K After Infant Found On Roadside

RadioOnFire.com - PASADENA, Md.  — A Baltimore mother is facing serious charges after police say she abandoned her infant daughter on a Pasadena roadway over the weekend.

Amy Yensi has the latest on the investigation.

Police have now released the shocking 911 calls of when the baby was found. You can hear the baby crying in the background as the operator and caller struggle to understand why anyone would leave her there. 

It’s a baby in our street and no one’s around. And the baby is steady crying,” the caller said.

Anne Arundel County police charged 26-year-old Sandra McClary with neglect of a minor and reckless endangerment after they say she abandoned her six-week-old daughter, Angelique Patricia Morgan, on Druid Hill Avenue Saturday night.

“When fireworks are still going off, people were doing celebratory gunfire, something we were warning against. July fourth is historically one of the most dangerous days on the roadway,” said Lt. TJ Smith, Anne Arundel County police. “This was an intentional act.”

Bishop Raymond Showell says he was driving home when he found little Angelique in her carrier just before midnight and alerted the neighbors.

“It looked like it was a child in a carriage and as I got closer, indeed, that’s exactly what it was,” he said.

Alice Burton is the one who called police.

“No, we are looking around and we don’t see anybody and the carriage is right up in the street,” she said. “The baby just cried so hard, you know, it’s a shame.”

The charging documents obtained by WJZ show McClary told police she was having a physical altercation with the child’s father, Cordell Lee Hall. That’s when she removed the infant from her car seat base and placed her on the ground and then pulled away in her van.

Police say McClary stepped forward the next morning after seeing the baby’s picture on social media.

She was set to have her bail review in Annapolis District Court; that has been postponed until Tuesday morning.

The baby, who spent nearly an hour on that road, was taken to Baltimore Washington Medical Center and treated for minor hypothermia. She’s now in the care of Child Protective Services, which has gotten numerous requests from people interested in adopting her.

Star-Spangled Spectacular with the BSO at Oregon Ridge

Join the BSO for our annual holiday celebration featuring Tchaikovsky’s 1812 Overture, Sousa’s Stars and Stripes Forever, and many more while watching a dazzling display of fireworks. Parades and Family-Friendly Events: 

The annual Towson 4th of July Parade begins at Bosley Avenue at 10:30 a.m. Saturday and goes on until 12:30 p.m.

Check out the Catonsville parade and fireworks. The parade starts at 3 p.m. at Frederick Road and Montrose Avenue, proceeds east on Frederick Road to Bloomsbury Avenue, south on Bloomsbury Avenue to the Community Center. There are two fireworks displays at the end of the night, one at 6:30 p.m. and another at 9:15 p.m.

Dress your pet and head down to the Visionary Pets on Parade in Baltimore on July 4th at the American Visionary Art Museum. The free event will have prizes for Best Costume, Most Patriotic, Most Visionary Pet, etc. Water and baggies will be provided, by pets must be leashed or carried. The Slainte On Wheels food truck will be on site. Pet Registration begins at 9:30 a.m. The parade kicks off at 10 a.m. 

From 10 a.m. to 4 p.m., the Baltimore Zoo will have it's "Red, White, & Zoo" animal enrichment day. Zookeepers will explain the importance of enrichment activities for each of the zoo's animals, including the penguins and polar bears. Animals get fourth of July treats. 

The Horseshoe Casino will host a "Red, White & Bar-B-Que" with featured items from Guy’s Bar-B-Que Joint. There will be a featured DJ and live entertainment from Kelly Bell Band and Night At The Filmore. Spend your time there from 2 p.m. to 7 p.m. and then take advantage of the Circular Downtown Shuttle Service to Inner Harbor for Fireworks viewing. Tickets are for sale here and the event will have free self-parking. 

Nighttime Events: 

The National Aquarium's Pier Party begins at 7 p.m. at the Inner Harbor. Take a tour of the galleries before the fireworks at 9:30 p.m. The aquarium will also have children's crafts, face painting and music on the Pier 3 tent. Beer and wine will be sold and tickets can be purchased in advance for food -- a BBQ buffet.

See the skyline from a new perspective on Baltimore’s TGIF Cruise. It sails into the Inner Harbor every Friday at 7 p.m.

For dinner, you can head over to The Rusty Scupper’s July 4th Crab Feast in the Inner Harbor. Reservations are required. 

Baltimore's Pennsylvania Avenue CVS Arson Suspect, Arrested!

RadioOnFire.com - The Bureau of Alcohol Tobacco and Firearms along with Baltimore City Police say the man wanted for setting the fire at the CVS Pharmacy on Pennsylvania Avenue, during the April 27 riots.

24-year-old Raymon Carter was taken into custody Wednesday.  

Video of the fire was shown worldwide during news coverage of the April riots.

Authorities announced the arrest at a news conference Wednesday evening.
